As this is the equivalent of a 50cc, If you passed your car driving test before 1 February 2001 there is no need to take a CBT course and you do not have to display L plates. If you passed your car driving test on or after 1 February 2001you'll need to complete a compulsory basic training (CBT) course. You can then ride a moped (up to 50cc) without L plates and do not need to retake your CBT every 2 years and you can ride mopeds for as long as your car driving licence lasts. Obviously, you can also ride the Keeway e-Zi mini on a provisional licence and take a CBT course that lasts for 2 years.
